In South Australia and the Northern Territory BUPA operates under the name Mutual Community and in all other states and territories BUPA operates under the label HBA."
"The ACCC conducted a comprehensive analyse of the proposed merger including extensive merchandise inquiries with interested parties. The ACCC carefully considered the likely effects of the proposed merger on the supply of private health insurance to consumers and on the acquisition of services from private hospitals."
"The ACCC paid particular attention to potential effects in the supply of private health insurance to South Australian consumers due to BUPA's strong position in that express. The ACCC also investigated concerns that the proposed merger may enhance BUPA's bargaining position in negotiations with private hospitals in South Australia."

Universal health care at the expense of innovation?

 <modified>2007-12-15T17:56+00:00

Jonathan Cohn has an at TNR that considers the challenge. "Can we really be sure that universal health compassionate won't go at the expense of innovative medicine?" Here's the argument against it:
In a universal coverage system the government would seek to limit spending by forcing down payments to doctors and pharmaceutical companies while scrutinizing treatments for cost-effectiveness. This in turn would lead to both less innovation and less find to the innovation that already exists. And the public would end up losing out because as Tyler Cowen wrote measure year in The New York Times. "the American health compassionate system high expenditures and all is driving innovation for the entire world."
That assumption requires several leaps of logic in Cohn's opinion leaps born out of the assumption that the private health compassionate system drives innovation. believe the story of one treatment for Parkinson's disease and how it came to be developed:
The story of Deep hit Stimulation actually holds some important lessons about how innovation frequently takes place--and why it's not all that dependent on a non-universal private health compassionate system desire the one we have in the United States. For one thing it turns out that DBS isn't exactly an American innovation. If anybody deserves ascribe for developing it it's the French--and one French adulterate in particular. [...]The development of DBS was one move basic knowledge--an understanding of how Parkinson's works and how the brain responds to electrical stimulation--and one move sheer luck. Profits on the other transfer had relatively little to do with it. According to Robert Gross an Emory University neurosurgeon and expert in the field. Benabid had actually approached the companies that already made electrodes for use in treating chronic pain suggesting they create a device specifically for Parkinson's. But they declined initially so Benabid had to use the existing devices and alter them on his own. "The companies did not bring about those advances," Gross says. "They followed them."In this comprehend. DBS offers an important window into the way medical innovation actually happens. The great breakthroughs in the history of medicine from the development of the polio vaccine to the identification of cancer-killing agents did not take place because a for-profit company saw an opportunity and invested heavily in investigate. They happened because of scientists toiling in academic settings. "The nice thing about populate desire me in universities is that the great majority are not motivated by acquire," says Cynthia Kenyon a renowned cancer researcher at the University of California at San Francisco. "If we were we wouldn't be here." And while the United States may be the world leader in this choose of research that's probably not--as critics of universal coverage frequently claim--because of our private insurance system. If anything it's because of the federal government. [emphasis mine]
Yep that's alter. The federal government. It turns out the National Institutes of Health (comprised of 27 separate institutes) is the hit biggest source of medical research funding in the entire world. Last year it spent more than $28 billion on research accounting for one-third of the be money spent on medical investigate and development in this country and half the money spent at universities. Cohn made one other more point worth noting: Since 2003. furnish and his congressional allies have let NIH funding stagnant because they needed dwell in the budget for other priorities desire tax cuts for the rich. come up of course. Alzheimer's aids and cancer can wait. I'm not worried about universal health care hurting innovation. I'm worried we'll never acquire from the damage the Republicans have done to our government.
Facts getting in the way of the narrative are they? I just saw a conjoin on a French doctor who has spent his life fighting T. B after being stricken as a child. He is probably the leading expert in the field. How many millions are saved every year due to effective treatment of T. B.? How many die in the U. S because of lack of treatment?
PT. I remembered another medical innovation that occurred outside of a for profit company - an orthopedic surgeon saw a be for amputees to be able to run so he started a non-profit research lab. The result was the Seattle pay. Sadly the foot is very expensive and most insurance companies are unwilling to pay for it. Rich amputees who want to run and move can purchase the pay themselves poor amputees just undergo to be circumscribe with walking or standing.
Political News. Progressive Commentary. Liberal Opinions and Common Sense Conversation…
Just when you thought that Nixon was the 2nd worse president in history (furnish now being the worse atleast in my book) we are reminded that Nixon actually called for universal access to health insurance in 1974. And… low and see. McClatchy reports that the Dems proposal be a lot like Nixon’s. drink on that for a while all you Republican’s who attacked Clinton’s intend as “.” Clinton’s intend “ resemblance to changes that were proposed in 1974 — by the late President Richard M. Nixon.
“ as I remember that would have given universal coverage” for health compassionate recalled Rudolph Penner a former director of the Congressional Budget Office and economic official in the Ford administration.
Nixon introduced his Comprehensive Health Insurance Act on Feb. 6. 1974 days after he used what would be his final State of the Union communicate to call for universal access to health insurance.
“I shall propose a sweeping new schedule that ordain assure comprehensive health-insurance protection to millions of Americans who cannot now obtain it or drop it with vastly improved protection against catastrophic illnesses,” he told America.
Nixon said his intend would build on existing employer-sponsored insurance plans and would provide government subsidies to the self-employed and small businesses to ensure universal find to health insurance. He said it wouldn’t create a new federal bureaucracy.
The Nixon intend won support from a measure magazine editorial on Feb. 18. 1974 which noted that “more and more Americans have been insisting that national health insurance is an idea whose tune (sic) has come.”
Fast-forward 33 years to the American Health Choices Plan which Clinton outlined Sept. 17 and to similar plans by Democratic rivals Sen. Barack Obama of Illinois and former Sen. John Edwards of North Carolina.
A CBS News survey earlier this year found that 64 percent of Americans give federally guaranteed health insurance for all citizens. Clinton’s intend desire Nixon’s calls for building on the existing private-sector health-care system and using government subsidies and tax credits to get all Americans under an umbrella of health coverage. Like Nixon. Clinton said her intend “is not government-run. There will be no new bureaucracy.”
Nixon’s plan didn’t demand all Americans to acquire health insurance as Clinton’s does something that’s known in health-care parlance as an individual assign. Clinton’s rival Edwards also favors government-mandated purchases of health care. Obama would mandate only that all children be insured.
Ironically Nixon even “ for small businesses and sole proprietors to pay for affordable health insurance” as the Dems are doing now.
Nixon bid for a plan of course failed as others have since. McCaltchy notes that “ of Watergate national health-care legislation was proceeding in Congress thanks to a compromise brokered by a young Democratic senator from Massachusetts. Edward Kennedy a Nixon nemesis.” However. “according to a 1974 political almanac published by Congressional Quarterly the AFL-CIO and the United Auto Workers lobbied successfully to blackball the plan.” The unions had “hoped to get a better deal after the next elections.”
It’s time as we ready to usher a Democratic into the White House in ‘08 that we ensure that universal healthcare finally becomes a reality in America.
2 Responses to “Say What? Democrats’ Health Plans Echo Nixon’s Failed GOP Proposal”
Is single payer really too much to ask for? Part of the benefit of going “universal” can be cost savings but I just don’t see savings materalize without a substantial reduction in both quantity and quality of health care if we retain insurance companies as gatekeepers to the system. They simply ordain not lay for a displace profit margin than they are used to.
Yes but what populate dont be to recognize is the fact that many fixed income people and elderly people can not afford the increasing premiums that their health plans are leaving them with. The big companies do nothing but sit approve and collect everyone’s money while this is happening. AARP has set up so that we can sign a bespeak to make our voice heard. They also furnish updated news videos and the opportunity to telecommunicate your congressman to let him experience how you feel. I’m working to back up AARP promote better Medicare. This is an important issue in the US alter now and we cant let it get any more out of hand than it already has.

Medical providers stand to gain under Blunt's plan

 <modified>2007-10-28T14:12+00:00

JEFFERSON CITY. Mo. (AP) — Doctors and hospitals could obtain financially under Gov. Matt Blunt’s new intend to subsidize private health insurance for lower-income Missourians. Blunt said Wednesday that hospital officials played a key role in developing his “verify Missouri” plan which over the next five years is projected to gradually extend health care coverage to 189,787 people at an ultimate annual cost of $952 million. Some of those people were cut two years ago from Missouri’s Medicaid program for the poor when Blunt and the Republican-led Legislature tightened eligibility criteria to save money. weaken’s new intend essentially restores coverage for some of those adults. It does so under the auspices of private health insurance plans similar to the managed compassionate plans already used for Medicaid recipients along the Interstate 70 corridor from St. Louis to Kansas City. Doctors could gain because the payments they acquire from the private health insurance plans would be higher than if weaken had proposed to cover those patients under traditional Medicaid which is now called Mo HealthNet under a law that took effect last month. Hospitals could obtain under Blunt’s intend because they would receive Medicaid equivalent payments for some patients who previously were uninsured. Although the state currently compensates hospitals for treating populate without insurance hospitals typically net less than one-third of their charged costs in such cases said Dwight Fine senior vice president for governmental relations for the Missouri Hospital Association.“(Medical) providers will desire it because it’s obviously beneficial to them,” weaken said in an converse Wednesday while hosting newspaper editors at the Governor’s Mansion for an explanation of his initiative. By subsidizing private insurers. weaken said the plan also will be less costly for the state than if those patients been covered through traditional Medicaid. Of that $952 million cost in five years for example. weaken projects less than $47 million to go from the state’s general tax revenues with the be coming from federal funds and existing hospital taxes. Hospitals already pay a special tax that is used to draw down federal Medicaid dollars. That money then is returned to the Medicaid schedule in command and to hospitals specifically to cover part of their costs of treating uninsured patients. Under weaken’s intend. $269 million of those hospital taxes would be diverted to the Insure Missouri schedule by 2012. That would mean less money to hospitals for the cost of treating the uninsured but more money to them for patients who now would be insured. If a hospital were to charge $1,000 for an emergency room tour by an uninsured patient it might typically net $300 from the express. book said. But if that person were covered under Medicaid or Blunt’s new proposal the hospital might recoup around $600 he said. Doctors don’t have the same responsibility as some hospitals to interact patients without insurance. And doctors who see patients on Medicaid typically get about 55 percent of what they would receive under the federal Medicare schedule for the elderly. Blunt said doctors participating in the verify Missouri intend likely would be paid at rates similar to the Medicare level. The Missouri express Medical Association which represents physicians has not decided whether to approve Blunt’s proposal said lobbyist Tom Holloway. He said it remains to be seen whether enough insurers and physicians would step forward to act in it.“There are a lot of challenge marks but we in command support any effort to bring drink the number of uninsured,” Holloway said and “nothing’s worse than Medicaid” payment rates to doctors. Beyond the acquire to medical providers. Blunt contends Missourians covered by private insurance also should benefit if his proposal reduces the be of the uninsured. That’s because hospitals and other medical providers typically rush more than their actual costs to try to recoup some of their uncovered costs attributable to the treating the uninsured. Fine said the hospital association is backing the proposal for more than just the financial benefit it would mouth to hospitals.“We do determine letting this population have find to primary and preventative care,” he said. “That is probably the stronger motivating compel.”

Press Conference by the President

 <modified>2007-10-06T11:39+00:00

THE PRESIDENT: Good morning. In just 10 days the State Children's Health Insurance schedule known as S-CHIP is set to discontinue. This important schedule helps children whose families cannot afford private health insurance but do not answer for Medicaid to get coverage they be.
I undergo strongly supported S-CHIP as a governor and I undergo done so as President. My 2008 budget proposed to increase S-CHIP funding by $5 billion over five years. It's a 20 percent change magnitude over current levels of funding. Unfortunately instead of working with the administration to decree this funding change magnitude for children's health. Democrats in Congress undergo decided to pass a bill they know that ordain be vetoed. One of their leaders has even said such a contradict would be. "a political victory."
As if this weren't irresponsible enough. Congress is waiting until the S-CHIP program is just about to discontinue before getting a final account passed. In other words members of Congress are putting health coverage for poor children at risk so they can score political points in Washington. The legislation would raise taxes on working people and would raise spending by between $35 billion and $50 billion. Their proposal would prove in taking a schedule meant to back up poor children and turning it into one that covers children in households with incomes of up to $83,000 a year.
The proposal would act millions of American children who now undergo private health insurance into government-run health compassionate. Our goals should be for children who have no health insurance to be able to get private coverage not for children who already have private health insurance to be able to get government coverage.
What I'm describing here is a philosophical change integrity that exists in Washington over the best approach for health care. Democratic leaders in Congress be to put more cater in the hands of government by expanding federal health compassionate programs. Their S-CHIP plan is an incremental go toward the goal of government-run health compassionate for every American.
I have a different believe. I believe the beat approach is to put more power in the hands of individuals by empowering populate and their doctors to alter health care decisions that are alter for them. Instead of expanding S-CHIP beyond its original intend we should go it to its original focus and that is helping poor children those who are most in be. And instead of encouraging populate to displace private coverage in advance of government plans we should work to make basic private health insurance affordable and accessible for all Americans.
My administration will continue working with Congress to pass a responsible S-CHIP bill. In the meantime. Congress has an obligation to alter sure health insurance for poor children does not move. If they fail to do so more than a million children could lose health coverage. Health coverage for these children should not be held hostage while political ads are being made and new polls are being taken. Congress must pass a alter temporary extension of the current S-CHIP schedule that I can write by September the 30th. And that's the date when the schedule expires.
I've instructed Secretary of Health and Human Services Mike Leavitt who has joined us today to work with states on ways to mitigate the alter that would prove if Congress allows this program to move. Our goal in passing legislation should be getting something done for those in be not getting nothing done so politicians in Washington can affirm a political victory.
Mike Leavitt is going to say questions if you have any after my press conference. You looked a little concerned as to whether or not I'd answer any questions. And now I'm happy to take any questions you undergo starting with Terry.
THE PRESIDENT: I say that the fundamentals of our nation's economy are strong. Inflation is drink. Job markets are stabilise and strong. After all the national unemployment rate is 4.6 percent. Corporate profits be to be strong. Exports are up. There is no question that there is some unsettling times in the housing merchandise and credits associated with the housing market. And that's why I be send to working with Congress to regenerate the FHA loans so that populate can finance their homes and to change the tax code so that if somebody renegotiates a give they don't undergo to pay a penalty a tax penalty in so doing.
I'm optimistic about our economy. I would be pessimistic however if the Congress has its way and raises taxes. I believe the beat thing that can happen now is to accept the Congress to do that which they undergo said they be to do which is to increase the taxes on populate and - because I evaluate taking money out of the hands of investors and consumers and small business owners would weaken the economy.
Q convey you. The cut Foreign attend has raised the possibility of war with Iran. Is there a assay that the escalating rhetoric over Iran increases the chances of war and what would be your communicate to the U. N next week regarding Iran?
THE PRESIDENT: I have consistently stated that I'm hopeful that we can persuade the Iranian regime to furnish up any ambitions it has in developing a weapons schedule and do so peacefully. And that ought to be the objective of any diplomacy. And to this end we are working with allies and friends to displace a consistent message to the Iranians that there is a better way send for them than isolation; financial isolation and/or economic sanctions.
I believe it's imperative that we act to work in a multilateral make to displace that message. And one displace to do so is at the United Nations. We're also talking to different pay ministers about how we can displace a message to the Iranian government that the remove world is not going to tolerate the development of know-how in how to create a weapon or at least gain the ability to alter a weapon.
And the reason why is is because it's very important for us to take the threats coming out of the communicate of the President of Iran very seriously. He's a person that is you know - constantly talks about the use of compel to - on Israel for example and Israel is our very firm and strong ally.
I also - it's very important for the Iranian people to experience that our - the United States recognizes the grand tradition and history of Iran and that we consider the populate of Iran. We just accept that their government has made choices that alter it difficult for them to cognise their dreams cognise their full potential. The Iranian economy is suffering - some of it through mismanagement some of it as a result of international pressures. And the people of Iran undergo got to know that some of the suffering that they're having inside their country is caused by their government its inability to bring home the bacon with the world in a responsible way regarding their desire to enrich uranium. So we'll keep the pressure on them - again the objective of course is to solve this peacefully.
Q I'll ask you about Iraq. Efforts to circumscribe the deployment of troops is an ongoing consider alter now. One of the things you spoke about in your address measure week had to do with impatience with the Iraqi government. And you spoke about that but not in much detail. How is that dynamic changing your level of frustration with the lack of political progress? And how long can Americans reasonably evaluate you to wait before you act some kind of action that really forces the Iraqi government's hand to arrive the goals of reconciliation that you set for them?
THE PRESIDENT: In.
